The lake level is 568.01 and has dropped 1-3/4 inches in the last 24-hours with one generator and spillway gates open to another 2-1/3rd generators continuously. The White River at Newport is 24.25 feet and steady but high. They are letting out all they can without flooding downstream. They received quite a bit of rain in the Tecumseh area on Bryant Creek and it rose a few feet and slowed down Norfork Lake from dropping as much as it was. It has crested and is dropping now. We are to get some rain tonight and tomorrow morning. It they followed the rules and regulated the White River at Newport to 14-feet as they used to do we would be over the spillway by now and in a crises situation downstream. They can do what they want to without an act of Congress just like the border.  It is hard to tell what will happen when the government is running things and there is no accountability and people that are a little slow on the draw are making the decisions. There is some reason they are lifers working for the government. There is some 75-degree water in Blackburns Creek and low 70's on the main lake. The top-water fish came up yesterday but not so much today. They do not do this every day especially early in the season. You can not go to the same place everyday and expect to have a big top-water bite. There are some places that are prone to this but it depends on predominate wind direction, moon phase, water temperature and level and if the shad are spawning. Knowledgeable people look at these conditions and go where it is most likely to happen. Clear sunny days are most likely just at sunrise but this can be short lived and cloudy days may not happen as often but they can stay up longer. If it was easy everybody could do it and the fish would be gone. Be at the right place at the right time with the right lure and a lot of times you will catch fish. You cannot learn this on Norfork lake overnight or expect the same thing to happen on this date next year. The rest of the time it is the right line, lure, presentation and persistence. Scuba Steve would much rather catch fish when nobody else can than catch them when everybody else does. The same people seem to catch the fish a lot more often than others.
